Absurdly over the top but entertaining action thriller about cops and robbers-and surfers too!

This is your archetypical 90's movie with extreme sports and cool slang everywhere. Keanu Reeves must join a surfer gang to find out who is robbing banks in a west coast city. Fast and Furious franchise completely ripped this film off.

As far as action movies go, this one is stylish and cool. The cast is fine, the acting is okay, not spectacular, but the story is interesting and is a break from the standard action fare. Throughout the film, you can see the parallels between FBI Agent Johnny Utah (Reeves) and bank robber Bodhi (Swayze) and how they learn to respect each other, despite being on opposite sides of the law. Gary Busey is his usual eccentric self, appearing as Utah's older and more experienced partner Angelo Pappas. John C. McGinley is the angry and foulmouthed FBI Director Ben Harp.
What makes this film work is its cinematography and visual style. The surfing scenes are outstanding, a testament to director Kathryn Bigelow, who would go on to win an Academy Award for the Hurt Locker. Overall the …

Johnny Utah (Keanu Reeves) is a new FBI agent who is guided by Angelo Pappas (Gary Busey). Both try to catch a group of professional bank robbers named Ex-Presidents since they use masks which symbolize their name (former Presidents Ronald Reagan, Richard Nixon, Lyndon Johnson and Jimmy Carter). Pappas has a theory that the robbers are surfers based on the evidence he gathered. Utah meets surfer girl Tyler Endicott (Lori Petty) and a leader of surfers Bodhi (Patrick Swayze).
The picture had so many ludicrous scenes such as gathering hair from strangers on a beach, not shooting a criminal on the run despite knowing his identity, bringing a surf board in a police station just to name a few. Dialogue was mostly awful though this critic enjoyed a specific line from Bodhi – “Life …

Rookie FBI agent, "Johnny Utah" (Keanu Reeves) has been assigned to the Los Angeles in to the Bank Robbery Division fresh out of training. He is a bit gung-ho, and is partnered up with a veteran (Gary Busey) who is fairly similar to him.
"Agent Angelo Pappas" (Busey) has been hunting a gang of professional bank robbers, each wearing a mask in the resemblance of former US Presidents which caused the authorities to nickname them "The Ex-Presidents."
"Pappas" has a theory that the bank robbers are, in fact, surfers financing their travels in search of the best wave. However, not even the head of the division believes his theory, which is based on evidence.
The two, with "Utah" going undercover, go to the local beaches to find possible suspects, as the robberies continue.
