A meandering thriller with an irresistibly intriguing premise: what if a thief catches the president committing a crime? It should be more entertaining than it is. Clint Eastwood is good as the crafty thief while Gene Hackman is delightfully hateworthy as a morally bankrupt head of state.

Clint Eastwood knows how to make a good thriller. Intrigue, corruption, murder all rolled into a taut little ball. Just like the real government, only much more entertaining.
