This movie does have some memorable action scenes. Particularly the Red Hulk fight at the White House. But the story is a mess because it's got too much going on. There are too many villains who are simply not very interesting. Despite great actors like Tim Blake Nelson and Giancarlo Esposito in the roles. Anthony Mackie is passable as the new Captain America. Although his sidekick Danny Ramirez is very annoying while newcomer Shira Haas is pretty boring. It's by no means the worst Marvel movie but it is not as good as it could had been.
