Plot: An unpopular president has passed a nuclear disarmament treaty through the
Senate, but finds popular opinion swiftly turning on him. A friendly
Marine Colonel informs him that current Joint Chiefs head General Scott
(and certain future presidential candidate) plans to kill the treaty,
fearing a Soviet sneak attack. Thus the intrigue begins, and the president
