Action: 2/3 + Comedy: 0.5/2 + Good vs Evil: 1/1 + Love/Sex: 0.5/1 + Special Effects: 0.5/1 + Plot: 0.5/1 + Music: 0.5/1 = 5.5/10 or 55%.

Iron Man set a very high precedence for the Marvel films which will introduce the superheroes who will become the Avengers. The Incredible Hulk therefore benefits from having a much more expanded universe (introduced are the Leader, the super-soldier formula used to create Captain America, the Abomination, Tony Stark cameos at the end to introduce the Avengers concept) but it also suffers from very overt, typical problems seen throughout Marvel films. Yes, the film answers many complaints against Ang Lee's last version, namely that there is more action.

It is therefore too bad that the Hulk suffers from poor CGI and overall quality. Special effects do matter in action films, and while the CGI isn't as terrible as Daredevil, it really isn't much better. Also routine are the fight sequences. How many times does the Hulk rip a car in half to use as metal boxing gloves? Well, just about every fight. It is therefore puzzling why the Hulk can choke-out the Abomination using a chain. They can tear cars in half and knock over buildings, but not break a chain? Granted, one must suspend such quibbles when watching a film where a meager man transforms into a goliath that can't be harmed. But the end result here, at best, is like watching your friend play a ps2 game for 2 hours. It has repetitive fight sequences, boss battles, and the big computer animated thing interacts with the environment. So what?
