Mediocre WW2 drama that should be moving

There are a few standout scenes in 'The Angry Hills'. Mostly to convey the courage it took to resist Nazi occupation. And those scenes are really good.
The premise for this war movie does sound promising. A foreign correspondent (Mitchum) gets mixed up with the Greek resistance in WW2. So now he must avoid both the Nazis and their Greek collaborators.
It's got a good cast who do well in their respective roles. Stanley Baker is slimy as the chief Nazi agent. Gia Scala is sympathetic as a Greek resistance member. Theodore Bikel is also decent as a conflicted collaborator. Mitchum himself is fine as the protagonist.
Unfortunately, the movie does not work the way that viewers want it to. Not much action and the intrigue sound be interesting given the stakes yet it is dramatically …
