Tom Berenger and Billy Zane are convincing as an ill-matched pair assigned to take out Latin American rebels. The movie disguises its lower budget well enough. The sniper duels are suspenseful. But when it cuts to basic chases and fight scenes, it’s surprisingly kind of boring. In fact, the actual story is pretty thin. Characters you expect to return are not seen again. Plot details are changed on a dime. It almost seems like it wants to make a statement but it then settles for a routine action movie.

Journeyman military thriller seriously lacking in star presence. Berenger attempts to reprise his role from Platoon but the script has little depth.
