Not a movie, a procedural.

This movie actually has excellent cinematography and music and just an overall good tone in general. However, it's problem is that it is not really much of a movie. It's more like an instruction manual. Real films are about characters. All the characters in Traffic are just completely one-dimensional plot devices used to illustrate the mechanics of the drug trade.
