Plot: As crime sweeps through the city, the mayor decides the police are far to restrictive in who they choose, and so enacts a change that allows anyone to join the police academy, leading to all manner good-meaning but under-qualified recruits attempting to join the force, much to the consternation of hard-nosed Lt.
