It's an interesting, albeit used, premise. Sometimes Verhoeven's infatuation with sin, absolute power, sex, and blood works (Robocop, Starship Troopers), but here he fails. What we wind up with is a made for TV quality yawner that's completely stupid in nearly every facet. Why 1 star then? The premise and getting to see Elisabeth Shue in various underwears.
