Need help searching for a movie

I would've post this on imdb's message board but I don't feel comfortable giving my phone # Anyways, a while back lets say in 2003 when Dusk tv was still known as Scream & my sister still had VIP channels on her cable box, I saw a tv promo for a 70s (it didn't say it was from 70s but judging from how the trailer looked, I'm confident assuming its from 70s) it was a suspense thriller & somewhat crime-mystery all I remember about synopsis is its a female cop detective - could be p.i. But I doubt it - searching for a serial killer who is also female who is still on the loose & never been apprehended, I believe all her victims were males which got the detective interested in her. But all through the tv promo I remember at least 3 or more characters telling the detective that she is too obsessed with catching her or with her herself, the trailer ended with her being alone with killer in some apartment giving vibe to viewers as if cornered & suddenly the detective & killer kiss. What's the name of this movie? Actors/actresses are unknown to me, I tried looking for this sometime ago & again I remembered this trailer on Scream & I still wanna know what the name of this movie is. Google hasn't helped 1 bit, always leading me to "kiss the girls" this is definitely not a Alex Cross movie. I'm 80% sure this is a mid or late 70s flick. Somebody please throw me an idea, even actor, actress, or director name would help 07/16/2014

You are sure it's not Monster with Charlize Theron?  It's supposedly based on a true story so it has an older setting so it might look older.   & nbsp;

The film is Bob Rafelson's "Black Widow"(1987), with Debra Winger and Teresa Russell.
Pretty good thriller.
