Political drama about a citywide conspiracy involving the mob, dirty cops, and crooked judges. That sounds very interesting and lurid. But the movie is too restrained despite the brutal opening scene actually featuring a child being killed in a shootout.

Started off good at the beginning but then it started to turn into just another movie.The speech Al Pacino gave at the kids funearal was Waaaaaay overdone
